The Guidelines state that excise duty is exempted for mercury-free primary batteries, nickel metal hydride batteries (also known as "nickel-hydrogen batteries" or "nickel-metal hydride batteries"), lithium primary batteries, lithium-ion batteries, solar cells, fuel cells and all-vanadium flow batteries. Coatings containing less than 420 g/l of volatile organic compounds (VOCs) under construction are exempt from consumption tax.
